2.Accelerating the development of unconventional natural gas

The world’s total natural gas resources are 3,922 trillion cubic meters. After nearly 100 years of exploration and development, the remaining proven natural gas recoverable reserves in 2016 is 192 trillion cubic meters, and the natural gas production in 2017 is 3.7 trillion cubic meters. The amount of unconventional natural gas recoverable resources is more than 8 times that of conventional natural gas, and the proven rate is low.

China’s natural gas resources are abundant. According to the results of the dynamic resource evaluation of the Ministry of Land and Resources in 2014, the conventional natural gas geological resources are 67.4 trillion cubic meters, the tight sandstone gas geological resources are 22.9 trillion cubic meters, and the shale gas recoverable resources are 21.8 trillion cubic meters (the prospective geological resources are 121.8 trillion cubic meters), and the coalbed methane resources are 30.05 trillion cubic meters. As of 2017, the accumulated proven natural gas reserves are 14 trillion cubic meters, with a proven rate of 19%, and the annual output of natural gas ranks third in the world. Although China’s natural gas reserves are growing rapidly, they still cannot meet domestic demand. In 2017, natural gas consumption was 235.2 billion cubic meters, with a growth rate of 17% and imports of 92.6 billion cubic meters. The external dependence ratio was 39.4%, which was more dependent on foreign countries than that in 2016 and increased by 2.4%. Therefore, it is necessary to vigorously carry out research on conventional and unconventional natural gas technologies, especially to increase unconventional natural gas exploration and development, and promote the rapid development of natural gas business (Ma 2017; Zou 2018).

1) Vigorously developing shale gas

The development of unconventional natural gas such as tight gas, coalbed methane and shale gas has made breakthroughs, and the output has continued to grow rapidly, which has become the main force for the growth of natural gas production (Song et al. 2009; Zhao et al. 2010). In 2017, China’s unconventional natural gas production increased by 14% compared with 2016, reaching 48.2 billion cubic meters, accounting for 32.57% of total natural gas production. The production of tight sandstone gas increased rapidly in the past 10 years, and the output in 2017 reached 34.3 billion cubic meters, accounting for 23.2% of total natural gas production; coalbed methane is affected by many factors, the output growth is relatively slow. In 2017, the production output was 4.9 billion cubic meters, accounting for 3.3% of the total natural gas production. The shale gas developed rapidly in recent years, and the output in 2017 was 9 billion cubic meters, accounting for 6.1% of total natural gas production (Hou et al. 2018; Jin et al. 2018; Xie 2018).

The reserves and production of shale gas have increased rapidly in recent years and are expected to play an important role in the future natural gas industry. At present, China has established three national-level shale gas development demonstration areas, namely the Sichuan Changning-Weiyuan Demonstration Area and the Zhaotong
